Can someone take Exotic Weapon Proficiency: Improvised Weapon/s?

If not, is there a feat somewhere that negates the improvised weapon penalty?

Technically? No. Everyone is nonproficient with Improvised Weapons, end of story.
Does there exist a feat that negates the penalty? Maybe. I don't have an encyclopedic knowledge of supplements like some about here.
Do I see a problem with creating such a feat, if it doesn't exist? Not even a little. I try not to punish people for having concepts that don't fit into the mold of D&D.

a) No, because that feat doesn´t exist (and is a bit oxymoronical).

b) IIRC, the drunken master PrC has a class ability similar to wht you´re looking for.

Proficient 1. Having or marked by an advanced degree of competence, as in an art, vocation, profession, or branch of learning.

You can't have a degree of competence in using something that isn't prepared? :p

Hmm. Are you saying you can't see a rationale for an Improved Weapon Proficiency feat? Or are you saying you can't see a rationale for Weapon Proficiency in a table leg?

The former... I guess I can see. But for the sake of coolness, you overlook it. Perhaps people traing with a wide variety of objects, and are training adaptability as opposed to actual competence in a specific weapon.

For the latter, of course you can become proficient in something bizarre, if you practice enough. If I spent the next 2 years practicing with a table leg, I very well could be quite adept with it.
