Reasons for taking +2 to skills Feats?

When I first started playing 3.x, i used them for several characters. Then I realized they were bonuses and not actual ranks; thus they don't help characters qualify for prestige classes... :o oops.

on the toughness front my human favoured soul in living greyhawk has the feats:
1st:toughness
bonus human feat:toughness
3rd:improved toughness
4th lvl her con will go from 15 to 16 (may even multiclass to fighter and take tougness again)

concept: The Unkillable Healer....who at 4th will out hp the teams dwarf barbarian.

some of the +2/+2 feats are ok

u can never have enough jump, tumble, UMD, bluff, intimidate or diplomacey

Would it be fair to characterise the position as follows?

I don't think that's entirely accurate. I think the feats can be more significant than toughness at higher levels depending on which skills that they effect.

So its more like this:

The feat is good at low levels if:
1) Both skills are something which the character is likely to use alot. For example, Bluff, Tumble, Knowledge(Arcane), Spot, Search and Use Magic Device.

The feat is fairly good at high levels if it is also good at low levels and...

2) The skill doesn't have alot of static DC's (Spot, Sense Motive), or else the DC's even when static that a character is likely to encounter at high levels are also high (Know, Search).
3) The skill is one which the player is willing and able to continue investing in (it's a class skill).
4) The utility of the skill isn't completely obseleted by commonly possessed magic (for example, climb and jump are generally obseleted by the acquisition of flying magic).

In my experience, two kinds of PCs take those feats.

1/ Extreme skill monkeys who want to be better than anyone; and

2/ Guys who have way more feats than skill points, and need to catch up.

Yeah, that was going to be my answer to the OP. Dumb as a post fighters. 1 feat < 4 skill points.

(feats that are less useful at higher levels) + (PHB2 retraining rules) = Toughness ain't so bad.

I've taken the +2/+2 to skills feats at lower level if they work for the PC. That boost can really help in a lot of circumstances.

Except that there's a feat in CA that actually gives you 5 skill points, to put where ever you want (up to you normal maximum). These feats are far more useful for CC skills and maxed-out skills.
