I think the rules are pretty clear here - turning and rebuking have different descriptions of their effects. The effects of one don't apply to the other. A rebuked undead just sits there and cowers (no actions) for 10 rounds.
As far as walking up and bashing them, think of it as a lesser form of controlling undead. When you control undead you can order them to take suicidal actions, so it seems entirely reasonable to be able to walk up and obliterate them while they are cowering due to being rebuked.
As was pointed out by an earlier poster, controlling/rebuking is more powerful than destroying/turning, but this is balanced out by the ability to channel inflict spells vs cure spells. The two abilities balance each other out reasonably well.
IMHO it really doesn't make that big of a difference to the game when compared to the effects of a turned undead that is cornered. The difference between the party's fighter walking up and bashing the undead or the cleric doing the rebuking walking up and bashing it really isn't all that significant. Bashed to pieces is bashed to pieces.
