Recommend a Romantic Movie

Though a small bit of the humor is dated (the scene where they order espresso drinks was hilarious in 1994, but sounds like any Starbucks today), I very heartily recommend LA Story. Star-crossed lovers, quite funny, and so romantic. Steve Martin, Victoria Tenant (who was his wife at the time), Sarah Jessica Parker, more. A truly great film.

Also excellent is the Emma Thompson and Kenneth Branagh version of Much Ado About Nothing. Plenty of star-crossing, and one of the absolute best versions of any Shakespeare play for modern viewers.

Kitty Foyle - perfect fit for your premise.
Sleepless in Seattle

Forever Young
Cyrano de Bergerac (or Roxanne in a more modern version)

Those are the ones that spring to mind.

Seconded on that film and a recommendation for Bram Stockers Dracula (the Francis Ford Coppola version) I've always found this very romantic. :D

Meg Ryan seems to have done a lot of them. I would add "Proof of Life" to the pile.

A man is hired to rescue a woman's husband from a professional ransom-for-profit organization in South America. The two begin to grow attached as the kidnappd husband only manages to keep himself alive by holding on to the memory of his wife. Russell Crowe, Meg Ryan, and David Morse star. Lovely cinematography and great performances.

I'm surprised nobody has mentioned Disney's Beauty and the Beast.

Gaston and Belle were definitely star-crossed. It's a shame that the Beast had to go and kill Gaston. I don't know what the Beast's problem was, well, other than the anger management issues.

Has anyone here seen The Whole Wide World, which is about an ill-fated romance Robert E. howard was involved in? I've not seen it myself, but I've heard of it.

I quite enjoyed it, though I don't remember it as being particularly romantic. It was a very interesting look into the mind of a fairly tortured artist, and really showed off Vincent D'Onofrio's acting skills (assuming we're talking about the same film).
