You could rule that now he is a half Orc he no longer has the finesse in his bigger fingers that he had before so he knows how to use the tools but has to retrain his new body to gain the hand eye coordination - spend some downtime doing this but not an automatic success.

I mean, the guy DIED. He has to expect some sort of rehab, not just poof!

This would probably not be an issue to me, since my group would consider reincarnating into a different body to be a curse that needs to be lifted, not some benevolent way of getting ressurrected "before its level".

That is, Reincarnate isn't a poor man's Raise Dead, but more of a "thanks but no thanks deal". The saving in spell level doesn't justify the pecularities of the spell.
