My group has been playing Level Up and our party has just reached level 3! That means my sorcerer gets Metamagic.
According to a5e.tools, one of my metamagic options is Reliable Spell:
This seems useless, as I will never roll a 4 or below on a spell attack. The minimum I can roll is 1, my minimum proficiency bonus is 2, and as a sorcerer I probably have at least +2 CHA. That's a 5 minimum roll for any spell attack.
Is this metamagic description wrong, is it useless, or have I misunderstood it?

Reliable Spell. When you roll a 4 or lower on a spell attack, you can spend 1 sorcery point to reroll the attack. You can use Reliable Spell even if you have already used a different Metamagic option during the casting of the spell.
