I think replacing expertise with a modified version of lucky would be a fine change. The modification being it can only apply to skill checks.
I don't think it's a nerf. How many sill checks are you making a day where you really REALLY want to make that check? Seems three is about right. It's more versatile than expertise (applies to any skill) but less static (three uses a day). That's a fair trade off.
