I'd make the formula require one ingredient per "yes" answer to these questions:
- Would having this item solve too many of the PC's problems, making the game boring?
- Is the effect so unique that it would alter the setting if these items were easy to make?
- Does the item just seem noticably better than other items of the same rarity?
