Restarting work on my homebrew

.....Intro

It takes place on Earth as it known and understood. Most folks do not realize just how important Earth is in terms of "the big picture". Faith and Science are inseparable. Reality is a like a 20 sided Dice, it has many facets and one can reach the core if they are willing to travel towards it. Fantasy and Science Fiction are viewed as entertainment, when in fact they are part of Reality. Though, only about .1% of the population of Earth knows this to be true. The Truth is among the most powerful tools.

.....Your input:
1. I am looking for opinions on any D20 system out there that may help me in this hybrid Earth setting. I know about CoC and Dragonstar already. Any others?
2. I am looking for literary sources as well. What books would you recommend. Pretend I have not ready anything yet, so any comments are welcome.
3. I am looking for stories about your experience, if you have any; where Earth was used. Opinions, rants and warnings etc are all welcome.

well, just before 2000 came upon us, i ran a campaign where the central goal was to stop the four horsemen of the apocalypse from doing thier job. it was a rifts/ninjas and superspies/ heroes unlimited ect... campaign with a little bit of a comic bend to it.

the main problem i ran into was pc's having the abilities to do things that were just not realistically possible and therefore caused a few bumps in the story. for example one stole a jumbo jet and flew it from germany to somewhere in asia with a full load of passengers by impersonating an airline employee using his fledgling magical abilities to assist. all by rolling impossibly well against the severe penalties i had applied upon him to pull it off with little preperation. this was a huge setback to my timeline and ended up changing the face of the campaign a great deal.

once they learn things that most people do not even suspect, they tend to try to gain some power from the knowledge be it magical or otherwise weither consiously or not. when they inevitably succeed, they tend to start looking at normal people as ignorant, and treat them as inferior beings.

in hindsight i suppose the only advice i can offer is to make absolutly sure that part of the .1% of the population that knows about the truth are part of the security forces of the major nations and they have taken some steps without public knowledge to track aspects of the truth that common folk do not know about. makiong it impossible or just extermely difficult to pull off something like the above example.
