Personally, I would handle it like when you fail the craft check of a new golem. Half the materials were destroyed, and you have to provide half the craftable cost again and spend the appropriate time crafting the golem, casting each of the required spells daily until crafting is finished.
 


If you are in Eberron, there are spells that deal with this specifically.

Outside Eberron the question is "what consciousness". I don't care if you said it was an intelligent construct in the original question, I read it as flavor text since per the rules, constructs have no INT score. You can't make it better, you can't assign ration to it. They have none. At all.

Craft feat (Creation fully described)
 

The nimblewright (MM II) is my favorite intelligent construct. The gem golems (MoF) are also interesting.

I'd let limited wish and up to bring the construct back to life.
