Reverse - Power Attack

As people have already pointed out, this kind of feat could be very problematic in D&D because of the way damage ic calculated. It works in a system like M&M, where your damage is a constant whole number, rather than a variable one. With all of the ways in which base damage can be added to in D&D (sneak attacks, crits, weapons with +Xd6 damage, touch attacks), a feat that lowers base damage to increase the chance to hit would be arguably too powerful.
 


It's actually not that hard to do in a balanced manner. Here's a very quick, very rough stab at the wording of what I consider to a fair and balanced feat:
Accurate Attack
Prerequisites: BAB +1
Benefit: You may subtract any number up to your BAB from your damage rolls, and apply that number to your attack rolls. Unlike other subtractions to damage, this modifier can result in a damage result of 0. Precision-based damage (such as a rogue's sneak attack or a scout's skirmish damage) and secondary effects (such as poison or the constitution damage of a wounding weapon) are not factored into the damage calculation until after the base damage is calculated, and are only applied if that base damage results in a number greater than 0. If the base damage does result in 0 (or less), the attack is considered to have missed for all purposes that check if an attack has hit. This feat cannot be combined with Power Attack or similar abilities, but it can be combined with Combat Expertise.

If you are going that route, I'd cap it at -5/+5, like Combat Expertise.
