ring crafting?

Ok, I tried this and my DM kicked me in the face. What would boots of Expiditious retreat cost.

spell level * caster level * 2000 * 2 (spell duration mod)

1 * 5 * 2000 * 2 = 20,000

does that sound right, or can the caster level be 1?

Yes, caster level can be 1st, so they would cost 4,000 gp if following the formula blindly, but that would not properly reflect what you gain and thus not be a good idea. If your DM doesn't allow it, so be it, he's completely right there (and it's not the point of the formulas to be used that way, only as a guideline for the DM to gauge magic item costs; the final cost is set by the DM not the formula)!

They should cost 18,000 gp IMHO.

I'd rate it just like most enhancement bonuses, where level² (level being the factor by which 10 ft. is multiplied to get to the speed increase, 3 in this example) is figured in as a base and then multiply it with 2,000 gp simply (using Longstrider as a base instead of Expeditious Retreat, which is also done with the Boots of Striding and Springing).

So cost would be 3² x 2,000 gp = 18,000 gp.

Your DM is a smart guy (though the violence really wasn't necessary). The formula is just a guideline to help with estimating cost; it's not an actual rule.

Following the formula exactly, you might think that you could get a ring of at-will cure light wounds for 4000 gp, but any sane DM would laugh in your face if you suggested it.
 

Please note: the magic item creation charts are guidelines in the Dungeon Master's Guide.

If you're trying to make an item that in any way resembles an existing item, you should base the cost of your item on the existing item. The LAST thing you should do is use a spell's level to figure out the cost. The *effect* is what matters.

Let's look at boots of striding and springing... 5500gp. +5 to jump is worth 2500, that leaves 3000gp for +10 to movement. Following the way everything else works, it's movement squared times something... so 10 squared is 100, meaning the "something" is 30.

You want +30 movement... that's 900x30 = 27,000gp.

Sounds fair to me, given how awesome bonuses to movement are.
