can you breathe underwater with a ring of sustenance? If so what's the point in a ring of water breathing? If not whats the limitations on the ring?

No. The ring only helps with food/water and needing less sleep. It has nothing to do with breathing. On a side note, there is no Ring of Water Breathing in the DMG.

You want the ring of Floating from the PsiHB, to go with the ring of Sustenance.

Then you set sail on your one man voyage to discover lost lands.

A stoneskin might aid in the surviving the odd shark/kraken attack...

Necklace of Adaptation will let you breathe underwater. As will one of the ioun stones which provides air.
