I kind of wonder what the game would look like if 'feats' were stripped down to purely dice and event tricks. What i mean by that would be things like 'reroll a die roll once per encounter' or 'when you rolls a 20 do a free mba'.
If feats were only things like that, and things like that were only acessable via feats, that could be en interesting niche for them. Cut them back to one every 5 levels or so, and make them the only way you can do things like crit, reroll, and so on.
You could even limit them purely to things you could do when you roll a 20 or a 1. Imagine feats like this, these aren't balanced, but they give the general idea:
Reckless Opportunist
20: Do a basic attack as a free action.
1: Provoke a basic attack from the nearest foe- if they hit, you can do a basic attack against them.
Cautious Fighter
20: You gain a reroll that you must use before the end of the encounter.
1: You gain a reroll that you must use during your next turn.
Power Overwhelming
20: Your attack's damage dice are maximised.
1: The next time you hit before the end of the encounter, one of your damage dice is maximised. If you miss additional times before hitting after rolling a 1, additional dice are maximised.
It would also be much easier to track and remember- rather than having feats and powers overlap in this big dumb tangle or contingencies and triggers, you would only have to think about feats when you're rolling the dice, and the tricks would not really intereact with the powers, just add additional, paraelle effects.
Certainly you'd still have the balance them, but it would be a good thing to balance the system around.
