Robin is Dick Grayson in the comic until Tales of the New Teen Titans #44, when he becomes Nightwing. Jason becomes Robin, briefly; he's even involved with the Titans a few times, but not a lot. He dies, and by that time the Titans had ceased being teens and new people filtered into the mix. Robin/Tim Drake joined Young Justice, which just recently became the most recent incarnation of the Teen Titans. Covers at least indicate that Steph will join them as the new Robin, at least briefly. Or at least make appearances.
In Batman: TAS, Robin started as being Dick, then was replaced by Tim; no Jason Todd. It's pretty easy to see when.
The Cartoon Network TT is a totally different universe as far as I know and we have no idea where Batman is or who Robin is;
the producer has said that the secret ID's are not something they're going to go in to, at least yet. What Teen Titans Go! (the comic based on the show) might have in it, I have no idea.
