I think I have a pretty good understanding now and I have since moved onto different games , but in the process got to like ENWorld, its users, and posting in general.
The lineup of races thing has been pretty standard D&D since 2000 D&D, although Palladium did it in the 80s too.

(Not sure what the blue guy is supposed to be, If he was shorter with bigger pointy ears I'd say drow or other elf with the new art style for drow being generally not straight black).

The style of clothes and art in general of that piece is a bit anime, so I'd say gaming in the '90s for the start of that aesthetic in certain RPGs, D&D starting to take that on in the '90s for Planescape and in the 2000s for core.

I'd say it is recognizable though going from 2e to that later piece
