I must say I enjoyed this plot, the end drama fits the setting well. Xp to you!
I've not played anything in Rome itself, but I have a just-barely-post-roman setting called Calipolis, wet in a city Caligula built in the Alps. In this setting Caligula really was a god, and his new city became a rallying point for the supernatural forces of the world, the spiritual capital of the Roman empire even as Rome remained the temporal capital. Think Price Valiant with a magical city built by a mad godling as a centerpiece of the setting.
