My point was not for others to purchase a book, just saying if ya want Ideas for laws of the land, to know how the "real" waterdeep works, that would be a place to go look since it is the real book, and since D&D books are not law set books and you can have your own freedom to pick and choose it would just be a good way to dicide what is allowed and what is not.. Averials have wings and are welcome in Waterdeep, so are civilized Orcs, and even types of trolls evil or not..
Maybe im regressing but have not been around to respond, I did not assume everyone should run out a buy a book, that would be stupid. BUt for the person that is running a place know as WaterDeep, I do not see why they do not get ideas from the setting itself.
The CRT runs alot of its rules off the setting guides no? The technology thing, magic, even not allowing one type of drow to surface. Why can this one not be similar, again I did not say, 'Everyone get a book and read the rules and lets go from there."
Sorry, I thought this was my Suggestion, I guess I could be mistaken. I could quote the races allowed in WaterDeep I guess, so I will and let you dicide.
