Rather than use Fog, I think a minor illusion just below the sill of the parapet on the watchtower would work better as a distraction. The loud squeaks of a handful of rats, with the whip of a few tails just below the sightlines might draw more attention for when the four bail out, and won't cause suspicion if nothing is found.

I still maintain you shouldn't draw attention to anything - just go and if you're seen, then you do something. I'm not trying to tell you how to play, obviously cast as you think best. This is just my opinion, sounds may draw attention of disinterested guards and they might actually see you or register that we changed the number.
