Toughness only exists for lazy designers to give 30 HD monsters multiple times as opposed to thinking about what feats they could use.

Although Toughness is nearly useless, there are still a few other feats that are completely useless.

Fighters, Barbarians, rangers, paladins, Bards, clerics all get this feat. You've never seen this classes played??

So many fixes. So much need for one. Lets hear it for the rare feat that actually gets worse as you level up.

Would you judge Scribe Scroll by how often wizards use it? Or even Stunning Fist by how often monks take it? The whole point of featst was to customize characters; class-based feats with no choice involved (proficiencies included) aren't really "feats" in my book, they're class abilities (although they are in the rulebook). As most classes get several profs for free they really can't be judged next to the other feats.
