Yep. But you can pay a fee (I think it's like .35) and buy under the minimum. When you go to purchase it will inform you of what the minimum is (I think it's over 6 bucks these days).

It's easier to just buy credit, generally, and then use that for smaller purchases over time. I don't think you're charged for using credit to buy something under the minimum.

It was $6 - I'm pretty sure it got reduced back to $4.95 (so you could buy old AD&D PDFs without paying the surcharge).

Given that AD&D is easily the biggest category on RPGNow, that would make perfect sense to me.
