Rules for "pulling" an opponent toward you?

Are there any rules regarding "pulling" an opponent towards you? A couple of places this would be useful is with a Net, a Harpoon (found in Frostburn book), and a Lasso. The Net and Harpoon have a trailing rope, and if you succeed on an opposed Str check, the opponent can only move within the confines of the rope (30' feet). But it doesn't say if you can "shorten" the trailing rope lenght, such as by pulling the enemy closer to you.

Are there any such rules?

I don't know of any, but just as a simple idea, I'd suggest that in a situation where you can hold someone in range using an opposed strength check, it wouldn't be unreasonable to allow you to pull them 5 feet closer for every 5 points by which you beat their check. I'd allow them to voluntarily fall prone to prevent this movement.

Not that I know of.

I'd use the same rules as a Bull Rush, myself. Opposed Str checks and so on, except in this case you're pulling the person closer.

IIRC this is covered under grappling. A successful grapple let's you pull someone into your square, and there are these rules for moving an opponent:

Move

You can move half your speed (bringing all others engaged in the grapple with you) by winning an opposed grapple check. This requires a standard action, and you must beat all the other individual check results to move the grapple.

Note: You get a +4 bonus on your grapple check to move a pinned opponent, but only if no one else is involved in the grapple.

I'd take a look at the Roper's Drag ability - might give you some idea of what to do.
