Run...-2 to attacks instead of -5

As written, the run action doesn't just curb attacks, it near bans them.

A -5 to attacks is such a huge penalty in 4th edition no one in their right mind is going to use an encounter or daily power after a run. However, at a -2, they might. With a -2 (and the fact you grant combat advantage) most people aren't going to just run willy nilly. But they at least can still attack and have a decent chance of hitting.

That makes for some abnoxious movement. I'd have monsters running right and left, if the penalty was only -2. Combine it with a charge, and that -2 becomes a mere -1. A kobold dragonshield could run 8, shift 1, charge 6, for a total 15 squares, with only a -2 penalty to hit. Monsters with fly by attacks and the like will be able to put serious distance between themselves and any threats, and a -2 penalty seems like a small cost.

Also some of the higher level speed boosting powers are already quite potent. A rogue with those powers and a run action wil have an extremely easy time getting a flank (and essentially negating that -2 penalty), for his devastating attacks. But in general such a ruling I think would benefit monsters more than PC's. It also makes the elven feat Running Shot considerably less useful.

-5 seems like a good number. Maybe a -4...

I think that's the whole point. You run when your intention is to get somewhere really fast. You're not supposed to be able to run and multitask.
