Running and Shooting at the same time?

Is there any way I can have a character use a hand crossbow (or any bow for that matter) while taking cover, jump out of cover, attack, then jump back behind the cover?

Or the character is behind cover but wants to run a few squares, fire the crossbow, then finish the move behind different cover on the other side of the room?

I was thinking maybe there is a feat like this or maybe houserule that something like a charge.

Standard Action
Move a number of squares equal to or less than your movement.
Make a basic missile attack at -2 penalty.

This would allow them to make a move action to complete the two scenarios I've listed above.

You can be behind cover without suffering it, so in many cases you're taking cover while firing, no special action required.

In other cases, Nimble Strike, Deft Strike, Evasive Strike, etc got you covered.
 

In addition to the above good advice, a character could do something like this by spending an Action Point.

You could always go Rogue and pick up that Tumbling power. Then you could do it Captain Kirk style and run out, roll, then fire. =)

But yes, both the Ranger and the Rogue have powers that allow them to move and attack as one action, then you just use your regular move to get back behind cover.
 

Yeah, rogues have a bunch of options for attacking on the move. Not so much so for other classes, but you can always fire from concealment (either type) or from cover. Total cover is situational, the DM could allow it for specific types of terrain, like an arrow slit.

Note that there ARE some types of attack powers or magic item powers that can give you an attack as a minor action too. Not too many and they tend to be weak attacks, but any of those would allow a PC to move, attack, and move again (using their standard action as a second move).
