Running Dwarves

IIRC...

"Dwarves are natural spriters. Very dangerous over short distances!"

I'd be with the group that says Dwarves are not encumbered by armor. That includes running.

Only if you're using dwarves as comical relief.
 

I think the special ability in the Dwarf racial ability only refers to base speed, not run speed (which is clearly a different stat IMO). So it's x3 unless I want to run a "silly campaign" where the rules are purposely taken too literally.

For example, a character with a bow and the Cleave feat can take an extra melee attack with his bow if he shoots someone down with an arrow. Not only that, the melee attack is at the same bonus as the previous ranged attack! The text of the Cleave feat (PHB 3.5e pg 92) doesn't contradict this! Sort of like that Legolas "stab orc with arrow, shoot next orc" attack, except the other way around!

The SRD text is pretty clear anyway, whatever the flavor text may say: medium or heavy armor/load normally reduces the base speed, but Dwarves have a special feature which lets them retain their value of 20ft. Heavy armor/load also reduces the running multiplier from x4 to x3, and there is no mention about Dwarves retaining x4. They still run in heavy armor faster than other small races anyway, since the others have the base speed still reduced.

That's right. Usually a dwarf isn't the fastest horse in the stable, but he can keep on running for quite some time (they're known for their stamina)
