I'm not 100% sure as it mentions that the candidate must undergo what's known as The Sere Rite assisted by another dry lich and it strongly implies that the candidate must be a 10th level Walker in the Waste.

Sand
Granted Power allows you to make a solid object out of sand 1/day, with a Craft check required for accuracy in the creation.

All of the spell are new ones in the book, relating to movement, survival, or damage in a sandy waste environment. One, for example creates a targeted flaywind burst (flaywind is abrasive, flesh-scouring sand-filled high wind).

Thirst
Granted Power allows you to rebuke or command oozes, and gives you a bonus on saves vs. Dehydration.

Most of the spells are new, and deal with causing drying or debilitating thirst. The ones that are not new are Horrid Wilting and Energy Drain.
 



How are the new rules for desert environments? What sort of stuff have they added to the information in the DMG?
