Not really since I give more leeway to divine magics to able transverse such arcane stuff. Thus those things of the outer planes and are of divine in nature can safely teleport. If you want to make it higher, that's fine. But I imagine the guy wanted to do 1d8+1/per level to max of +10 to the 1d8. But that's just me. I do think the upper limit of seven missile every two levels is better than magic missiles WITHOUT ruining the other effects.

True but if you cast it BEFORE you go into combat it's nearly as effective as having shock enhancement on your ammunition. Plus the fact you can imbue a LOT of arrows over a short period, especially when you are sure you will be attacked soon. Again though it's your choice. I personally think the fix is fine for me. As for Wind, Tree and Fire, I'd say increase natural armor by +5, Wind, grant them a +10 movement rate and ability to cast fly once per day, fire, +2 Con bonus, and ability to cast pyrotechnics once per day. He's not an elemental if that's what you're asking.
Otossal the Bone maker is mentioned in the Divine and the Defeated. Page 144. I honestly don't know IF he's a new god or not. Certainly some believe he's a darker aspect of Nemorga. The only hard info mentioned is that, I believe Hornsaw make mention of him, and also CC3 plus I believe SLCS: Termana. What I believe is something a little different. Otossal is a cover for another power. That power being the Demon Prince Orcus who is trying to keep a low profile cause he fears the other gods and how jealously they guard their worshippers. Thus Otossal is a way of not quite associating himself with any cults he might be spreading. Indeed some believe the Ghoul Lord to be his avatar (not Orcus' but Otossal), so it's possible that Orcus has infused this guy with some of his power to give the Ghoul King, and thus Orcus, a small region of worship.
