Scimitars and TWF

Since the image of the dual scimitar-wielding swordsman is so ubiquitous in fantasy fiction, I think it's fair to rationalize that the weapon is balanced to accommodate TWF in spite of its size (i.e. scimitars can count as light weapons for the purpose of TWF).

Sensible caveats would be to raise the scimitar's GP value by at least 5 (matching it to the rapier) and needing Exotic Weapon Proficiency to use 2 of them for TWF without additional penalty (since the style is not normally associated with generic warriors).

I might make it a feat

Focused two weapon fighting [general]
Prerequisites: Teo weapon fighting, Dex 17
Benefit: Pick a one handed weapon with which you are proficent. This weapon counts as a light weapon for the purpose of two weapon fighting.
A fighter may select this feat as one of his bonus feats.
 


Apparently, there's a feat in one of the Complete books (?) called Oversized Two-Weapon Fighting, which basically does that or something. Myself, I made a custom feat in my Rhunaria material called Keen Two-Weapon Fighting which basically does that, but with stricter prerequisites, when using a pair of the same kind of weapon (like two scimitars or two longswords or whatever).
 


Oversized TWF pre-reqs are TWF and 13 STR and it allows you to use a medium weapon in your offhand. Using this with monkey grip and the largest medium weapon(1d10/1d12) gives a damage dice increase to (2d8/3d6). This translates to 5.5 -> 9(3.5) to 6.5 -> 10.5(4). This means that for a -2 to hit you gain 3.5 pts of damage. To achieve the 4 pts of damage you take more penalties since you are using a warmace. While this is an improvement to power attacks 2 pts of damage for the same -2, it doesnt take into consideration the lost of flexibility that power attack gives you. Now for fluff reasons you may decide to use it anyways.

That is not the end of the story though, since the penalty is static, and the damage gain improves with size. There are situations in which it becomes more beneficial. For example, if you plan to be enlarge (or just are large) on a frequent basis, then the damage shift on a d10 increases from 3.5 to 4.5 (3d8 to 4d8). Now you are getting damage as though you were two hand power attacking. You continue to get bigger gains as you increase in weapon size.

As others have said, Oversized Two-Weapon Fighting (Complete Adventurer) already lets you do this.
