Scout: Dual Weapon Attack & Power Strike interaction

BTW, I love the Scout for Aspects (though the Hunter's selections are slightly better), and for all of the cool utilities available -- either the new Dailies or the old Ranger options.

Protip: Hunters can use Scout's aspects and vice versa, as they do share the same class, type, and level, in this case, Ranger Utility, and no level at all.

The only case where this is not allowed is when there's only one power listed for you to take. In that case, you're not given a choice.

I know that the Character Builder is not considered a rules source, but it is sometimes indicative. In this case, the CB does not allow it -- I just checked.

Doesn't matter what it does or does not allow.

The book says so long as you're making a choice (you are) and the power you'd like to choose matches the parameters (they do) the choice is legal.

This also means that knights can take slayer stances, and vice versa. Why? Because the parameters match.

The rules appear to me as kind of vague on this issue. They mention that the power you can choose must match in level, but they fail to specify what happens with powers without a level. Those powers can't be retrained and this seems to imply that they are considered different from powers that have a level.

Well, that's interesting. I wonder if I can convince my DM of that...

A power without a level has the same parameter as a power without a level.

They are equal. As you are making a choice, and all three parameters match... it's legal as church on sunday.

Retraining is some other unrelated thing. You cannot retrain powers that lack a level, does not imply not can it be inferred you cannot select powers that lack a level where other unrelated rules make it legal.

You can say that but I do not think that's what WotC intended or the character builder would allow it. Essentials was their first priority in getting right with the CB. They didnt want any new players running into alot of bugs when they make characters.

Character Builder is not a rules source, nor even a rules interpretation tool.

The rule is explicitly clear.

Is there a choice? Yes.
Does the class match? Yes.
Does the type match? Yes.
Does the level match? Yes.

The rule is satisfied.

Character Builder has gotten so many simple and basic things absolutely wrong that it should never be brought into an argument about RAW or RAI. At best, it's Rules as The Programmer Figures Them To Be If He Did Not :):):):) It Up. At worst, it fails at easy stuff so bad they had to change how Two Weapon Fighting worked just so Character Builder wasn't completely wrong each and every time someone made a ranger.

I find it fascinating that the offline CB community is getting all this stuff working far better than WotC ever did!

The feature description says:

ASPECTS OF THE WILD (SCOUT)
You gain two of the following powers of your choice.

(and then the list)

I'm inclined to think that if an Aspect of the Wild is not in that list, it can't be taken by a Scout.
