Scrags aka sea trolls

The rules state that they only regenerate when mostly immersed in water. Would you allow them to regenerate when in the rain? If so, how heavy would it have to be raining? Or would you allow them to regenerate, just not as quickly? Or is this stretching the rules too much?

If they are in at least 2 squares of deep water (they occupy 4 squares), I allow them to regenerate.

I'd allow it. But unless it was a torrential rain storm, I'd reduce the healing by degrees. So rather than per round I'd do it per minute (which basically makes it almost meaningless for encounter purposes).

But you did provide me with the inspiration for a neat-o campaign idea: A high-level scrag druid obtains a magical orb that controls the weather and uses it to create a constant and torrential downpour on the coastal mainland. At first the area is simply inundated with flooding, but that's the least of their problems when warbands of scrag start to invade!
 

I had a few fun ideas that I have yet to choose from. First is a single, displaced sea troll that attacks the party, skies are overcast, battle ensues, without regeneration the troll will probably go down pretty quick, but then the rain starts to come down.

My second idea is very similar to Ogrork's, but more of a band of sea trolls marauding around the country side with an artifact that causes it to rain over a relatively small area, but similar to the way the orb of storms works.

I'm still trying to flesh out two more as well.

ps - I wouldn't let them regen in rain. They're sea trolls, not precipitation trolls.

The visual is such an 'Oh crap' moment though. Troll all beat up, teetering and about to fall when it starts to rain...hard. Bones knit, scars heal, troll smiles.
