Scroll activation?

In the SRD it says "The user must have the spell on his or her class list." Does this mean it has to be in thei spellbook before they can cast it?

Of course not. You must have it on your class list, which means you have to be able (at least theoretically) to learn that spell. So you don't have to know charm person to use a scroll of charm person, but as a bard you won't be able to use a scroll of magic missile, since that spell is no bard spell. (You could use Use Magic Device, but that's another matter)
 

The Spell list in question, as KaeYoss said, is the entire spell list for their class that you find in the beginning of the Spells section of your PHB.

(there are more requirements than that for using a scroll, but we won't get into that since you didn't ask...)

no it doesn't have to be in your spellbook you don't even have to be high enough to cast it but it must be
a] on your spell list ie: wizard spell list for mages and
b] for specialists it cannot be from a prohibited school so if enchantment was a prohibited school you couldn't use say a sleep scroll
