Second wind a power?

Is Second Wind a power?

Does a character wearing Healer's Brooch and Gloves of the Healer gain extra hit points when they take their Second wind?

False. Second wind is an encounter power.

CB is not a rules source, and that is the only place it appears as an Encounter power. In the source material, which is always correct, it is not a power. Welcome to go look it up in either the PHB or the RC.

So, again "No, not a power."
 

Given that the CB cards are largely just a player reference, the "Second Wind as a Utility Power" is probably just to keep them aware that the option is present.

I haven't seen any other place besides that where it was called a power in any respect.

However, the confusion is understandable - it works just like a power. It merely happens never to be labelled as such; and it virtually never matters - except in rare cases such as the OP's.

Furthermore, the RC is somewhat inconsistent. There's a whole section on powers; but what a power actually is isn't really defined - so presumably a power's a power when thus labelled. But the RC suggests all powers are attack or utility powers, and that powers are generally labelled as such. There's a means to determine whether a power is an attack or utility, but it's presented as rarely relevant. However, probably the majority of PC powers in the game are actually unlabelled - due to feats, class features, and (in particular) items.

I wish the distinction would just go away (i.e. that items such as Healer's Brooch and Gloves of the Healer would be removed from the game or fixed not to refer to the word "power", and "power" considered synonymous with "action"), but alas...

The Red Box treats it as a power, as it's written up on a card the same way as all of the other PC powers.

Basically, when the issue of tracking Second Wind comes up (on character sheets / aids in general) it's formatted as if it where a power, because that's how the cards are set up and showing it any other way would be confusing. But in the actual rules text it's just a block of text, even where other powers are shown in the power-block format.
 

I consider it to be not a power, with my reasoning being that when a feat refers to something which is a power they say:
when you use your fey step power
or the like. When feats refer to second wind, they say:
when you use/expend your second wind
The lack of the word power in these situations tells me its not one.
