If he's a human greatweapon fighter using a heavy blade, he's got the best proficiency bonus, a +1 from class, a 1/enc +4 from race (make sure he has heroic effort and not another at-will). +2 enhancement is fine for that level. An 18 stat is actually slightly unusual for a fighter, so he's 1 ahead there.

It might be that he doesn't have expertise, sure, which would make a +1 difference. But, still, he's 1 ahead or equal of what I was when I played through those levels, plus with access to heroic effort. That's some bad luck.

Not all of the level 9 dailies have something on a miss - Victorious Surge is reliable, but gives you nothing on a miss. Same with Thicket of Blades. (missing two times in a row with a single daily would be even more frustrating!) Terrifying Impact is not reliable and does not do anything on a miss (though, it has an effect that grants a second attack.) Piquing Dare is not reliable and does nothing on a miss. Same with One Against Many, Murderous Assault, Bonecrusher and Fighter's Recovery.

So, in other words, they all do something on a miss, which is what I said.
