I am creating an evil arch nemesis for my PC's. I have determined that he should be a melee type with a little bit of long range action. Of course he is evil aligned and I want him to be bad, i'm talkin powerhouse. He will begin as a level 5, he will be progressing in the scout prestige scout, his race, feats, weapon/armor assortments are all up for grabs. His stats (before racial bonus's).

Dex 18
Con 16
Int 15
wis 11
cha 13
If you could suggest a race, feat progression(1st-20), must have equipment, skills to hone, or a weapon or armor that you prefer for the class/race. I hope I covered everything... here's all the material that is allowed for use.
