D&D General setting supplements with lots of NPCs!

Hey guys... Looking through my stuff I've realized the kinds of setting supplements or even adventures that feature many NPCs... like all the Gazetteer series (especially Karameikos), City of Greyhawk, and From the Ashes (and really all of Sargent's Greyhawk work - plus Night Below) ...

Any recommendations for other stuff old or new like these products that detail and area large of small and loads of detailed NPCs

Two come to mind from Kingdoms of Kalamar released for D&D 3E. Geanavue: Stones of Peace, and Loona: Port of Intrigue both have a substantial collection of NPC stat blocks in the appendixes. Theyre not very detailed with back stories, at least that I remember, more just mechanics. Both books are cities.
