Settings and OGL D20 Mod

How are the settings detailed in Dungeon Mag (IE Mecha Crusade) and those outlined in the D20 Mod book (IE Shadow Chasers, Agents of PSI) affected by the OGL. Is it possible to use those settings when writting adventures? Are they even OGL content?

No.

Each issue of Dugeon/Polyhedron even has a thing that says this product contains no open gaming content, just to make things clear.

With 1 or 2 exceptions, the only thing Wizards of the Coast has made open content is the SRDs for d20 and d20 Modern.

The SRD for d20 Modern does have a bit of setting info which was released as open content - "Department 7"

What I found strange is that the FX Abilities (Spells, Psionics,..) is in the SRD but the nessasary Classes are not....

I think they should have made some basic classes (or took the classes from the Settings) and listed it there, the FX Abilities have no use without the classes.

According to Andy Smith (in charge of the SRDs), they're planning to release OGCs from the upcoming Urban Arcana Sourcebook, and may release some of the campaign-specific advanced classes, including those in the Urban Arcana campaign model section of the core rulebook.

here is another related bit. Are there any plans to compile all the open gaming content? For instance Spycraft has open gaming content. Is there a site that has everything that they have contributed? or rather all the other publishers of note

There have been talks of doing a massive archive or repository of Open Game Contents but no one has been able to organize. Then there is the skepticism if the person responsible of extracting OGC from a third-party source knows what he or she is doing.

And other than Wizards, not many d20 publishers are willing to provide their own SRD.
