Shackled City, Age of Worms or Savage Tide?

I'm currently running Shackled City for 3 players. Each one is playing 2 PCs. It seems to be working out fine. One of the PCs is just dominant for the player at different times for the game and the role-playing has been going fine.

Are there any strange moments when one of the players is roleplaying amongst his 2 characters though? That has been one of the reasons why I don't like players to play 2 characters. Plus at least one of my players can barely play 1 character let alone 2!

Power house? Dragon shaman?! Maybe if he multi-classed with Marshall...but honestly I felt Dragon shaman was pretty weak. Now YMMV about this class, I'm sure depending on other factors, but for me, Dragon Shaman was better to multi-class with much like fighter/rogues as both are fine independently, but together have lots to syngerize with.

So whatever works for you guys.
