Shackled City: Any new downloads?

Does anyone know if the Shackled City stat blocks have ever been made into a download?

The book has been out a while.

Red Hand of Doom did it.

It'd be something incredibly useful for GM's running encounters with multiple named NPC's like the Stormblades.

Any reason why there isn't one if it's not up yet?

Curious minds and all that.
