Shadar-Kai Hybrid Wizard|Rogue question

I have a character concept of a sneaky wizard who magically/normally stealths and stabs creatures up.

I can take the Shadar-Kai feat to allow the use of Magic Missile as a Melee Basic attack (Reaper's Touch).

Am I able to use this in conjunction with a Rogue power, such as Gloaming Cut? Or does it have to use the weapon wielded?

Requirement: You must be wielding a crossbow, a light blade, or a sling.

Gloaming Cut must use a specific weapon. Reaper's Touch doesn't quailify.

What if I am wielding the weapon (say a short sword), and used it as the implement, would it still not qualify?

Not actually the important thing.

The important thing is that Gloaming Cut doesn't let you make a melee basic attack (that is, what Magic Missle becomes) -- it makes its own attack roll with its own damage. You don't get to combine powers that way -- though you can combine a power that gives you a melee basic attack with a power that can be used -as- a melee basic attack.

You -can-, of course, sneak attack with magic missile if you take arcane implement proficiency so you're casting your spell through a light blade (or crossbow, or sling--but good luck with that one).

Well, not with the Hybrid in this example you can't, as Hybrid Sneak Attack only works with Rogue Attack powers...
