The claw attack wouldn't use two-weapon fighting rules, but secondary natural attack rules, so attack routine should be UAS +20/+15/+10/+5 & claw +15. As well, adding a bite into the mix would also be at +15.

Again, that's how natural attacks work. Your problem isn't really with shifters, but with natural attacks in general. :shrugs:

Actually, it does. The claw attack gained by the Razorclaw shifter trait can be used as an off-hand weapon at only -2. It's a special quality of the trait, as described in the ECS and RoEberron.

:o Whoops, missed that (I'd never consider playing a razorclaw shifter, so I only skimmed that description). That's a weird thing to make an exception for, though, & somewhat supports Bagpuss' view.

I think it might have been a bit cleaner to have shifter (attack) traits follow either all or none of the natural attack rules.
 

Guess they wanted to differentiate between Razorclaw and Longtooth, with Razorclaw being effectivelly TWF and Longtooth following the usual secondary natural attack rules.
 

Shifters look very hairy all the time.
Look at the picture of the shifter wizard talking with people in the front part of the eberron book.
She's having a conversation, -not- fighting, she wouldn't be shifted.

Think Wolverine's facial hair but covered with all-over-body-fuzz.
