Harnmaster
GURPS
or any of the other FRPG that you could say that?

In the old box I own stood rules to change the official NPCs, and there stood If you want sometihing to change that it fits better your Style change it.

Of course...DM's can and should change whatever the hell they want. Its their game.

Although I wouldnt change things majorly mid-campaign.
