Silent Craft boosting item

Setup:
My artificer needs to spend infusions on fixing the warforged, since the alternative is the warforged keeping everyone awake because he will spent the night fixing himself.

My idea was to create a set of crafting tools (armorsmithing) that both provide a competence bonus (which will make him use them) and do not actually make a sound when used (allowing the rest of us to get some rest....)

Of course, it's a custom item and doesn't have an entry in the books.
Nevertheless, can someone help me get this item appropriately prices, casterleveled and spell assigned?

My own ideas thusfar are:
1. Wondrous Item
2. CasterLevel 3
3. Creator must have at least the amount of ranks of the competence bonus. (so 5 ranks for a +5)
4. Silence spell to get it to be silent.

What I need input on is:
1. Is the casterlevel appropriate?
2. Do I need to add a spell requirement for the bonus, and if so, which one?
3. What's the price going to be?
A 'normal' magical set of crafting tools like this would be priced at (bonus squared)x100 gp= 2500 gp, but I'm not sure what the silent property should add.....

Any input welcome and appriciated.

PS: yes, I know this is something the DM normally should do. However, my DM appriciates it if I first come up with something myself, so he doesn't have to do all the work, and then maybe tune it up a bit if he feels the item is underpriced. To avoid overpricing or the DM adding things, I'd like to have an item prepared that should be balanced.

yes and no.

the crafting homonculus helps you to craft magic items. It can do so while you are away.
It could, potentially, also craft-repair the warforged.

However, it has no special bonusses (as far as I know), nor does it work silently.
