Level Up (A5E) Simple question about Herbal Bitters Exploration Knack

Herbal Bitters is an Exploration Knack that does the following: "You can spend an hour to collect ingredients and brew two servings of a bitter drink that is potent for 24 hours. Imbibing a serving takes an action and reduces fatigue by one level for 4 hours."

I'm DMing a large party of 7 in A5e and they've finally gone into the wilderness such that finding a Haven soon is unlikely. One player, the Berserker, dropped to 0 HP for the first time. In fact, he hit 0 HP 3 times in one fight so he's at 3 levels of fatigue. The DM (me) is really mean and keeps dropping the players, Berserker excepted, to 0 HP. The Ranger keeps using Herbal Bitters to reduce fatigue and feels useful so the players haven't really minded getting beat down, especially if it's 1 level of fatigue that will disappear when they rest.

But now the Berserker has THREE levels and no Haven in sight. Can one person use both servings of Herbal Bitters and temporarily reduce two levels of fatigue? There's nothing that says you can't but I'm curious what others think and what the intent is. Heck, can you spend one hour brewing tea, reduce two levels, and then spend another hour and reduce two more levels of fatigue?

If they have nowhere to go and there's little danger of staying put, it doesn't seem like there's any issue hanging out all day and the ranger just making herbal bitters while everyone else hunts for food etc. Keep in mind ofc that the bitters stay potent for 24hrs, and the effect lasts 4hrs. But if there's no danger if they spend all day camping in the wilderness, then you might as well call it a Haven! If there IS danger, then it's probably not worth the constant random encounter rolls to make herbal bitters all day.

In the end, it depends entirely on how you want to run it- it sounds like you want to give them a break because things have been rough for them. You could allow that via the herbal bitters spam.. or they could find a weird place that serves as a haven. It could even be a temporary place that isn't there next time; some magic oasis of calm a la Zelda fairy fountain rooms.

Also, the ranger might want to consider the Build Shelter knack if wilderness exploration's gonna be a heavy factor!
