A ghaele casts spells as a 14th-level cleric, not as a cleric of level equal to the ghaele's hit dice (which, incidentally, are 10).

If you advance a ghaele to 30 HD, he still casts spells as a 14th-level cleric.

If you cut a ghaele in half (eww...), he still casts spells as a 14th-level cleric.

Sure, but what about the parenthetical phrase "(....and special abilities for a creature of that level of HD)"? You are saying that, since when advancing a ghaele it does not explicitly gain caster levels, when "halving" a ghaele it does not lose caster levels.

The problem is this: Since there are no rules for "halving" a creature's HD, the common interpretation will be that you simply halve everything, caster levels included.

Er, no. The common interpretation would be, "Find everything that operates on a formula based on a creature's hit dice total, and modify appropriately. If something is constant with respect to hit dice, then it's constant with respect to hit dice."
