Do skill points accumulate for each level attained after raising ones intelligence to a new skill point bracket. Ex: Wizard is 12th level and raises his int form 19 to 20. Are his base skill points 18 at this new level? 5 + 2 + 11 from his other levels?

No, you do not retroactively get skill points.

But what if a PC puts on an Int-enhancing item? I know he doesn't gain Skill Points or Languages retroactively, but if he's wearing it when he levels up, does he gain skill points from the enhanced Int? What if he loses it after leveling with it in his possession - does he lose skill points retroactively in this instance?

Yes, he gains skill points for the enhanced Int, though remember that they have to have had the enhanced Int for the majority of his previous level to actually gains those points.

No, he does not loose them retroactively either.
 

Think of it as Int representing your ability to learn. If you suddenly become smarter, that doesn't mean you learned more stuff three years ago. You might be better able to *use* the stuff you learned three years ago, but that's covered by having Int modify certain skills. The same if you get stupid - you don't forget stuff, but you will learn slower in the future.

And because it is oftenn brought up in the same discussions: Constitution/hit points don't work that way. Higher Con makes you tougher *now* which is why a Con change results in an immediate HP change as well.

That said, I think the real reason is that changing skills retroactively is a much bigger accounting headache than changing hp.
 

Also note that there are contradictory examples given in the PHB. If adding a point of Intelligence at level 4 increases your modifier, it is unclear whether you start getting an extra skill point at level 4 or at level 5...

(From memory, the example of adding an attribute point gives Mialee an extra skill point at level 4, but elsewhere the implication is that the skill bonus doesn't kick in until the next level...)

According to the PHB you gain skill points before you increase your attribute, so it does not take effect till the next level.

Oooh, I like pedantic.

Personally, IMC I allow for retroactive Skill points based on level-based Int gain, Inherent Int gain, and Racial Int gain (and possibly other permanent sources that aren't Enhancement based).

I don't let Enhancement bonuses, even permanent ones, give characters extra skills.
