Skirmish damage in surprise round?

I've lost my brain this morning, so help me please...

Is there any way to get skirmish damage in a surprise round except for a "partial charge" which doesn't exist under that name anymore? Preferably skirmish damage with a ranged weapon.

You could move during your suprize std. action... then get the snake's swiftness spell cast on you from the slower (in init.) caster, and fire an arrow.

Won't work.

"The extra damage applies only to attacks taken during the scout's turn."

You might be able to finagle it if you delay until the caster's turn, the caster readies an action to cast, then you take your turn and move at least ten feet - after you've covered ten feet but before you've finished moving, the caster's readied action triggers, he casts, and you attack... technically, still during your turn, so the extra damage applies.

But eek.

Actually, it does exist, but as a caveat within the ordinary Charge action...

If you are able to take only a standard action or a move action on your turn, you can still charge, but you are only allowed to move up to your speed (instead of up to double your speed). You can’t use this option unless you are restricted to taking only a standard action or move action on your turn.

And a surprise round qualifies as being "restricted to taking only a standard action or move action on your turn".

But skirmish damage with a ranged weapon during a surprise round? I can't think of anything... It's about as easy as getting sneak attack damage with a ranged weapon after the surprise round.
