"Skirmisher" - A Prime Shot equivalent for melee rangers

Consider the following rule.

Rangers who choose the archery fighting style gain the Prime Shot ability. Rangers who choose the two-blade fighting style gain the Skirmisher ability, described below:
Skirmisher
You gain a +1 bonus to melee attack rolls against creatures who were at least 3 squares away from you at the start of your turn.
Like Prime Shot, it's supposed to be a benefit that rangers should often, but not always get. It's designed to be reminiscent of the scout's skirmish ability from the 3.5 rules, to underscore the mobile character of the ranger's fighting style, and to make powers that let the ranger shift even more appealing.

I'm not sure that melee rangers need that boost. Consider the following:

Melee rangers get better sized off-hand weapons and toughness.
Ranged rangers get combat mobility and can take advantage of prime shot.

It might be a nice feat, but I probably wouldn't give it to the ranger for free.

Basically I think toughness and combat mobility are about on par with each other, but prime shot is better than the larger off-hand weapons, especially since archery rangers get the extra damage for free, since they have those nice d10 longbows.

(Archery rangers also have less MAD--they just need Dex, Con, and Wis, while two-blade rangers need a bit of all three and lots of Str as well.)
