Back to the original post, Magic of Incarnum has a race with "Nietzchean" forearm spikes that may do slashing damage, and is probably no more than +1LA, if there is any kind of adjustment at all.
Expanded Psionics, of course, has the Thri-Kreen...which not only gets you slashing, but also extra attacks from the multiple limbs...and Psionics as well (naturally).
Savage Species has a list of monster races that would be playable as PC races, as well as the Anthropomorphic Animals- most of which, however, have +4 or higher LAs. However, there are also templates in that book, like Feral, Reptilian, or Insectile which should also give you slashing attacks.
Tangentially, the Nezumi (Ratmen) of Oriental Adventures are a small race that has a tail-mounted weapon that may or may not do slashing damage (I don't recall at this time), and combining that with the DCv1 feat Unorthodox Flurry, such a weapon could be used to make that weapon usable as a Monk Weapon. Of course, since that feat can make any light weapon a Monk Weapon, the Nezumi thing is more about flavor and an extra attack than anything else.
DCv1 also includes a feat (Pole Fighter) that lets you use a polarm as a Monk weapon...which gets you into the realm of of the Monk/Dervish with a reach slashing FoB and lots of potential AoOs. And there are other polearm feats in there as well...
