Slow and Haste question

Just because I don't like this rulling (only because I see how the rules say the opposite)

Target or Targets: Some spells have a target or targets. The character casts these spells directly on creatures or objects, as defined by the spell itself. The character must be able to see or touch the target, and the character must specifically choose that target. However, the character does not have to select the character's target until the moment the character finishes casting the spell.

If the character casts a targeted spell on the wrong sort of target the spell has no effect.

And the spell says
Slow
Transmutation
Level: Brd 3, Sor/Wiz 3
Components: V, S, M
Casting Time: 1 action
Range: Close (25 ft. + 5 ft./2 levels)
Targets: One creature/level, no two of which can be more than 30 ft. apart
Duration: 1 round/level
Saving Throw: Will negates
Spell Resistance: Yes

But a slow spell cast as a counterspell is not the same as a normal slow spell. A counterspell is targetting a spell. As Nail said, specific counterspells do not require a saving throw for balance reasons. "Hey cast haste on me and then buff my Will save so a slow spell cast negate my haste spell". Slow vs Haste is like a bucket of water on a fire.
