The simplest rule of thumb I've found to determine what is and what isn't a volley attack?
If you can observe the result of one missile before assigning the target for the next, it isn't a volley.
Let's say you're using Rapid Shot with your bow, to shoot two arrows. There are two orcs. You shoot your first arrow; if it drops the first orc, you choose to shoot your second at the other orc. If it doesn't, you can take your second shot at the same orc you just missed. This is not a volley.
Let's say you're using Produce Flame, and your BAB is +6. You can hurl flames twice in a Full Attack action using iterative attacks. You can observe the result of the first attack before you make your second; this is not a volley.
Let's say you're casting Scorching Ray. You have three rays, and there are two orcs. You can aim all three rays at one orc, or you can split them 2-and-1... but you can't shoot one ray, then decide where to aim the next. All three occur at the same time. This is a volley.
